WebBest solution I found was to go into ENB settings, expand the WATER section on the left hand pane, then set ReflectionAmount to a very low value- mine is set to 0.05. This way you still get a little reflection so the water doesn't look totally weird, but it cuts WAY down on how sharp and noticeably artifacty/flickery the reflections are.
